Fennec Fox

Axolotl

Legal in 49 states — banned only in Hawaii, which bans all snakes. $200K fine possible in HI.
Monitor Lizard
Common pet species broadly legal. Nile monitors banned in FL (invasive). Komodo dragons off-limits everywhere.

Federal ESA listing adds a permit layer on top of state rules. Practically off-limits for individual pet owners.
